
We can represent the Province’s structure through the following organization chart:
The Province of Cosenza is organized in various departments that are divided into sectors.
The departments are groups of sectors that share the same directions and tasks; their aim is to combine each other's resources in order to implement programmes and projects and to achieve the organization’s objectives.
The sectors are organized into various services and offices and can also feature some branch structures throughout the territory (employment agencies, administrative districts etc).
Besides the four departments and the various sectors, services and offices, the Province of Cosenza also features some staff structures, that is to say structures that support organizational units.
Among staff structures, the legal area helps dealing with law related matters concerning the Province's activities. The planning sector and internationalization enhances and safeguards the relations with the institutions and the international organizations such as the European Commission.
The Data processing Service is entitled to set up, manage and update the service information systems and the "databases" stored by the Province and its branch structures, such as the employment agencies; in addition, it provides basic computer assistance to administrative and technical structures, deals with personnel training in the information technology field, draws up projects and makes technical evaluations of development choices made by political bodies in terms of consultancy and documentation activities in certain areas.
The Press Office is entitled to all the activities and initiatives concerning communication within the Province (e.g. the Province journal).
On the other hand, the Customer Relations Office deals with public relations. Furthermore, the study, research and employer sector provides help to all the Province’s structures.
The new figure of the Energy manager was introduced in accordance with the European Commission's guidelines in the energy field. As new as the Energy manager is the Provincial Police service; it supports the activity of the Province by ensuring legality and safeguarding people and places.
Pursuant to the Italian legislative decree No. 267/2000, the Province also features a Board of Auditors. This Board is composed of three members chosen in the following categories:
a) one among those enrolled in the Register of Auditors, that performs the function of President of the Council;
b) one among those enrolled in the Order of Chartered Accountants;
c) one among those enrolled in the Order of Accountants. The current members of the Board of Auditors are Prof. Giorgio Sganga (President), Ms. Liliana Spadafora and Mr. Ennio Galliano Iannelli (Accountant).
Furthermore, there is a an Evaluation Unit that is entitled to check the results achieved by the Province’s Executives as opposed to the goals that have been set and to evaluate the expertise and management skills the Executives have applied while holding a particular position.
